Resizing a SVG file re-encodes it, which means the compression is applied again. Going down in size usually shrinks the file considerably; going up will make it larger without adding real detail.

Does resizing SVG lose quality?
Scaling down looks clean because you are discarding pixels you no longer need. Scaling up cannot add information, so a SVG enlarged well beyond its original size will look soft.
