What is a good file size for a web image?

It depends on the dimensions, which is why bytes per pixel is the more useful measure. A 1920×1080 photograph under about 400 KB is generally fine for the web.

Why is my PNG so much larger than a JPEG of the same photo?

PNG stores every pixel exactly, with no loss. That suits graphics and screenshots, and is very inefficient for photographs, where JPEG or WebP will be several times smaller at no visible cost.

Reading the compression ratio

The bytes-per-pixel figure tells you how hard a file has been compressed. A photographic JPEG usually sits between 0.1 and 0.5 bytes per pixel. Much higher than that and the image is probably larger than it needs to be; much lower and you may start seeing compression artefacts.
